Mjo in phase 7-8-1 are great. But I agree with your thinking.

Around the 10-15 the change should take place.

Temps should be near 50 for the ball drop on NYE in Times Square

Last year it was near 10 degrees when the ball dropped.

Last year was brutal to be outside.
