Why no WSW for the Hudson Valley?

The city is suppose to get 1-2 inches, while the Hudson Valley is suppose to get 2-4 inches I though?

Is it because the city is going to get the ice while the HV gets only snow? or is it because the heavy preip isn't going to make it this far north?
