And his constituents still support him. It's amazing what people will overlook as long as you bring home the bacon for your congressional district.

Exactly; he doesn't need to care about anyone else's opinion of him. Someone living in Texas or Minnesota can hate him all he wants; unless he moves to Rangel's district and votes against him (and convinces a bunch of others to do the same), there isn't a damn thing that he can do to get him thrown out of office. The old saying about all politics being local is true in this example.
