In parks with low walls like at Yankees Stadium, that is clearly a HR. But in parts like in Fenway, and at the Twins Stadium, batters can hit a ball on the wall and they will call it a double sometimes, and others they will call it a HR.
For example, Giambi hit HR on the wall, and it was a double. But Delmon Young hit the ball on the wall and it was a 3-run HR. They need to make up their minds. Lose the stupid high walls.

There are ground rules to each stadium that umps follow. In Minnesota, off the baggie is in play, and off the football seats is a HR.

Some stadiums will also paint the top of the outfield walls a certain color that really stands out, such as yellow. If the ball hits that section of the wall, it's a home run.
